Centre and states are jointly drafting a single, uniform document checklist for GST registration — aimed at the bigger businesses currently facing inconsistent, state-by-state delays.

What's actually being discussed

As of 22 August 2026, Centre and state tax officials are actively working on a common circular to standardise GST registration — specifically targeting businesses with monthly ITC above ₹2.5 lakh, the segment currently outside the quick-track Route 14A scheme.

📄
The problem
Two very different registration experiences today
Smaller businesses (under ₹2.5 lakh ITC/month) already register quickly under Route 14A. The remaining 35% — generally bigger businesses — deal with a mixed bag of document demands and delays that vary by state and by officer, since there's no single standard checklist across India.

The proposed fix
One common document checklist, nationwide
Central and state tax officers are finalising a uniform circular so that document requirements no longer differ by state. Once agreed, it goes before the next GST Council meeting chaired by the Finance Minister before becoming official.

This is still a draft under discussion between the Centre and states — not yet a notified rule. It needs to clear the next GST Council meeting before it becomes official.

What to do while this is being finalised

✅ If your business falls in the ₹2.5 lakh+ bracket
1
Keep your documentation audit-ready — bank statements, address proof, and ownership documents, since inconsistent state requirements mean over-preparing is safer for now.
2
Watch CBIC and GST Council announcements — the circular will be officially notified once cleared.
3
If registering a new entity now, check your specific state's current document list directly — don't assume the new standard is already in effect.
